Joint Head of Social Enterprise and Charity


Julian Blake is Co-Head of the Charity and Social Enterprise Department at Bates Wells Braithwaite, the specialist public benefit law firm. He leads a team of thirty charity and social enterprise lawyers, supported by cross-departmental sector groups, including Arts; Education; Environment & Climate Change; Health & Social Care; Public Service Reform; and Social Finance and other departments including: Corporate/Commercial; Dispute Resolution; Employment; Property; Public/Regulatory and Immigration, which collectively apply their expertise mainly to the firm’s public benefit clientele. As a specialist public benefit lawyer, at Bates Wells Braithwaite, for his whole career, Julian has been personally involved in the progressive development of: charity law; social enterprise; social investment; social finance; social value and impact measurement; the policy-led reorganisation of public services; and reform of the public sector contracting and funding environment, including the public procurement and state aid regimes as they apply to public benefit organisations.
