Prison - Release on licence - Refusal to release on licence - Applicant serving eight-year prison sentence for rape - Applicant becoming eligible for parole - Parole board concluding risk of re-offending too high and declining to release applicant - Whether parole board erring.
Prison Release on licence. The Administrative Court upheld the defendant parole board's decision not to release the claimant on parole, where there had been no error of law or fact in its decision and a reasonable person reading the decision letter would have concluded that the claimant's application for parole had been bound to fail.
