The amendment of the Rent Officers (Housing Benefit Functions) Order 1997, SI1997-1984 by the Rent Officers (Housing Benefit Functions) (Amendment) Order 2001, SI2001-3561, had not maintained the status quo ante the decision in R (on the application of Sadaat) v Rent Service in relation to the definition of locality for the purposes of calculating entitlement to housing benefit.
