The words 'wholly exceptional' in reg33(3)(a) of the Special Educational Needs Tribunal Regulations 2001, , which concerned the submission of written evidence to the tribunal at a late stage, did not refer to the case as a whole but to the circumstances surrounding the application to adduce the relevant material.
