Having regard to CPR 52.11 in which the approach to be adopted in civil courts, was for appeals to be conducted by way of review rather than a rehearing, it was desirable that employment appeal tribunals to fall into line with that practice and for appeals from the registrar's decision to be treated as a review rather than a rehearing.
