A solicitor had been guilty of misconduct in conducting proceedings before the licensing justices without a practising certificate, without bringing that fact to the justices' notice, since the justices' court equated to a court of summary jurisdiction and had been entitled to know the truth of the matter before determining whether to grant the solicitor rights of audience.
