Motor insurance - Disqualification for using etc vehicle on road without policy being in force - Special reasons for not disqualifying - Defendant driving vehicle short distance - Prosecution complaining of vehicle being left parked on road - Whether shortness of distance capable of amounting to special reasons.
Special reasons for not imposing penalty points upon a conviction for using a car on a public highway without insurance could exist on the basis of the shortness of the distance driven, notwithstanding that the distance driven was not part of the prosecution case.
