Town and country planning - Enforcement notice - Appeal - Agricultural exception - Permaculture - Fundamental need for person to remain on premises.
The Secretary of State's planning inspector had been entitled to refuse an appeal against an enforcement notice in circumstances where he had concluded that a claimant did not fall within the agricultural exception contained in PPG7.
