By failing to adopt the laws, regulations and administrative provisions necessary to comply with arts1(7) and (11) of Council Directive (EC) 97-11 (amending Directive (EEC) 85-337 (on the assessment of the effects of certain public and private projects on the environment)), France had failed to fulfil its obligations under that directive.
