On the true construction of the whereas s14 allowed a local authority, as weights and measures authority, to issue a countrywide suspension notice, such a local authority, having regard to s27(1)(a), had no power in its own right to prosecute a defendant for a breach of a suspension notice that had occurred outside of its area.
