Biography

Dr Totis Kotsonis is a competition lawyer based in London specialising in EU state aid rules, public procurement law, and regulatory compliance. He leads Eversheds Sutherland’s state aid and procurement law practice.

Totis is recognised in national and international directories. Who’s Who Legal has described him as “outstanding” praising him for his “'stellar reputation' for his work in relation to state aid rules, EU procurement law and sector and utility regulation". The 2016 edition of the same directory describes him as “one of the most active and instantly recognisable players in the market”. He is also ranked in the top tier by Chambers (2016).

Totis writes and speaks regularly on State aid and in that context he has been interviewed by, among others, the BBC News Channel, The World at One (BBC Radio 4), Bloomberg, the Financial Times, and Platts, the nuclear industry journal.

His advises clients on all aspects of State aid compliance, including the application of the Market Economy Operator principles, the application of State aid rules in the context of rescue and restructuring aid, services of general economic interest, and the application of State aid rules to the banking, energy, telecommunications and transport sectors. He regularly advises private sector clients on EU State aid strategy and complaints to the European Commission while he also advises Governments on the notification of aid to the European Commission and on responding to European Commission requests for the provision of information in the context of potential or ongoing infraction proceedings.
