Biography

Mark has worked as a commercial lawyer for twenty six years and has specialised in the regulated rail sector for the last 16 years. He has worked with competition colleagues on a number of competition related matters in the rail sector including the Competition Commission market investigation of the rolling stock leasing market under the Enterprise Act 2002.

Examples of Mark's recent experience include:

  • advising project sponsor Chiltern Railways on “Project Evergreen 3” – the upgrade of the London Marylebone to Birmingham Snow Hill rail route and the creation of a new rail route from London Marylebone to Oxford via Bicester;
  • advising the Department for Transport on the 2015 Great Western franchise Direct Award;
  • advising the Department for Transport on the competitive award of the Trans Pennine Express and Northern franchises completed in 2016;

Mark is ranked by Chambers Guide to the Legal Profession in “Transport Rail – UK wide”.
