(1) The Community Drivers' Hours and Working Time (Foot-and-Mouth Disease) (Temporary Exception) Regulations 2007 are amended as follows.
(2) In regulation 1(1), for “5th November 2007” substitute “19th November 2007.”
(3) In regulation 2(1):
(a) in the definition of “the circumstances”, after the phrase “the exceptional circumstances” add “in Scotland”; and
(b) in the definition of “the specified purpose”, after the phrase “pigs, cattle and sheep” add “from any place in Scotland”.

The Community Drivers' Hours and Working Time (Foot-and-Mouth Disease) (Temporary Exception) Regulations 2007 (“the Principal Regulations”) temporarily relax certain rules in relation to drivers' hours and working time. These relaxations allow the driving of goods vehicles for longer periods than would normally be allowed. They apply only for the purpose of moving pigs, cattle or sheep to meet or alleviate the effects of the exceptional circumstances arising in consequence of restrictions on the movement of those animals imposed as a result of the outbreaks of foot-and-mouth disease in Great Britain.
Regulation 1(1) of the Principal Regulations provides that the Principal Regulations will cease to have effect on 5th November 2007.
These Regulations extend the provisions of the Principal Regulations for a further 14 days in relation to drivers undertaking work wholly or mainly for the purpose of moving pigs, cattle or sheep from premises in Scotland in connection with meeting or alleviating the effects of the exceptional circumstances in Scotland. This extension does not apply to work undertaken for the purpose of moving animals from premises in England, Wales or Northern Ireland.
The Principal Regulations, as so amended, will therefore continue in force in relation to such drivers until midnight between 18th and 19th November 2007.
An Impact Assessment has not been prepared for this instrument as it has no significant impact on the costs of business.
