1 Citation and commencement

This order may be cited as the Offshore Installations (Safety Zones) (No 3) Order 2003 and shall come into force on 10th November 2003.

2 Establishment of safety zones

2Establishment of safety zones

A safety zone is hereby established around each installation specified in column 1 of the Schedule hereto (being an installation stationed in waters to which subsection (7) of section 21 of the Act applies) having a radius of five hundred metres from the point as respects that installation which has the co-ordinates of latitude and longitude according to European Datum (1950) specified in columns 2 and 3 of the Schedule.

3 Amendments to orders

3Amendments to orders

(1)    In Schedule 1 to the Offshore Installations (Safety Zones) Order 1997—

(a)    in the entry relating to Balmoral Well 16/21A-7z, for “01° 08' 17.94” E” in column 3 there shall be substituted “01° 06' 17.94” E”;

(b)    in the entry relating to Saltire Wellhead Protection Unit—

(i)    for “50° 25' 31.03”” in column 2 there shall be substituted “58° 25' 31.04””; and

(ii)    for “00° 22' 5.1” E” in column 3 there shall be substituted “00° 22' 5.34” E”; and

(c)    the following entries are deleted—

(i)    Durward 1 Wellheads;

(ii)    Durward 2 Wellheads; and

(iii)    Dauntless Wellheads.

(2)    In the Schedule to the Offshore Installations (Safety Zones) (No 2) Order 1997, for “Osprey/Dunlin—Development Well” in column 1 there shall be substituted “Osprey/Dunlin—Development Well 211/23a-13”.

(3)    In the Schedule to the Offshore Installations (Safety Zones) (No 3) Order 1999, for “Buckland Development Field Block Well 9/18a-4” in column 1 there shall be substituted “Buckland Development Field Block Well 9/18a-28”.

EXPLANATORY NOTE

EXPLANATORY NOTE (This note is not part of the order)

This order establishes, under section 22 of the Petroleum Act 1987, safety zones having a radius of 500 metres from the specified point around each installation specified in the Schedule to this order and stationed in waters to which section 21(7) of that Act applies (these include territorial waters and waters in areas designated under section 1(7) of the Continental Shelf Act 1964 (c 29)) (article 2).

Vessels, which for this purpose include hovercraft, submersible apparatus and installations in transit, are prohibited from entering or remaining in a safety zone except with the consent of the Health and Safety Executive or in accordance with regulations made under section 23(1) of the Act (currently the Offshore Installations (Safety Zones) Regulations 1987/1331).

The order removes three installations from Schedule 1 to Offshore Installations (Safety Zones) Order 1997/735 so as to remove their safety zones and amends the designation or co-ordinates of installations specified in Schedule 1 to the Offshore Installations (Safety Zones) Order 1997/735, the Schedule to the Offshore Installations (Safety Zones) (No 2) Order 1997/1220 and the Schedule to the Offshore Installations (Safety Zones) (No 3) Order 1999/2206 (article 3).
