The Secretary of State granted to Kingston Communications (Hull) PLC a licence on 24th March 1999 under section 7 of the Telecommunications Act 1984 to run the telecommunication systems specified in the licence. A copy of the licence was laid before Parliament on 25th October 1999. This Order designates those telecommunication systems as public telecommunication systems. Consequently, by virtue of section 9(3) of that Act, Kingston Communications (Hull) PLC will be a public telecommunications operator in respect of the telecommunication systems run under that licence when the Order comes into force on 23rd November 1999.
