1 Title, commencement and extent

These Regulations may be cited as the Countryside Access (Amendment) (No 2) Regulations 1999, shall come into force on 17th September 1999 and shall apply to England.

3 Amendment of the principal Regulations

3Amendment of the principal Regulations

After regulation 13 of the principal Regulations there shall be inserted the following regulation—

“14

The Minister shall not, in relation to land in England, accept an application for aid under regulation 5 in respect of any access period beginning in the year 2000 or any subsequent year.”.

EXPLANATORY NOTE

EXPLANATORY NOTE (This note is not part of the Regulations)

These Regulations amend the Countryside Access Regulations 1994 (“the principal Regulations”), as amended, which implement in part a zonal programme approved by the European Commission under Article 7 of Council Regulation (EEC) No 2078/92 (OJ No L215, 30.7.92, p 85) on agricultural methods compatible with the requirements of the protection of the environment and the maintenance of the countryside, as amended by Council Regulation (EC) No 2772/95 (OJ No L288, 1.12.95, p 35), as in turn rectified by Council Regulation (EC) No 1962/96 (OJ No L259, 12.10.1996, p 7).

These Regulations, which apply to England, amend the principal Regulations to provide that the Minister shall not accept any application for aid in respect of any period beginning on or after 15th January 2000 (article 3). This amendment has no effect in relation to any producer whose application for aid in respect of any year preceding 15th January 2000 has already been accepted.

No regulatory impact assessment has been prepared in respect of these Regulations.
