The Case

Prison Prisoner. The Administrative Court held that the decision of L, the Head of Offender Management at HMP Frankland, that the claimant should remain as a 'Category B' prisoner, where, only a year earlier, L had decided that the claimant should be recategorised to 'Category C', was not irrational or unlawful. The decision under challenge was adjudged to be unimpeachable.
