Prison - Prisoner - Recategorisation - Change of decision - Claimant held as 'Category B' prisoner - Head of Offender Management of prison (L) deciding that claimant should be recategorised as 'Category C' prisoner - L deciding a year later that claimant should remain in Category B - Whether later decision irrational and unlawful.
Prison Prisoner. The Administrative Court held that the decision of L, the Head of Offender Management at HMP Frankland, that the claimant should remain as a 'Category B' prisoner, where, only a year earlier, L had decided that the claimant should be recategorised to 'Category C', was not irrational or unlawful. The decision under challenge was adjudged to be unimpeachable.
