The Case

Disputes about local housing connections should be disposed of within a particular specified time frame and as quickly as possible. The relevant applicant should be kept informed of what was going on, to a reasonable extent. The procedure for reference by disputing local authorities should not become a black hole into which an applicant simply disappeared for an unlimited period of time. Nor should that procedure detract from the right of an applicant to go to court pursuant to s204 of the 1996 Act. That right was express.
