The Case

When the was construed in its context and having regard to the plain intention of Parliament as deduced from the Parliamentary language, including the disapplication of s14 of the s132(1), on its proper construction, included demonstrations actually starting before the commencement of the Act as surely as those starting after. Those starting before were deemed to start at commencement; and in such cases the words 'when the demonstration starts' in s132(1) referred to the time of commencement.
