The Case
On an application by the offender to have his minimum term reviewed, pursuant to the provisions of para3 of Sch22 to the the offender had not discharged his obligation to satisfy the court that his progress had in fact been so exceptional that his minimum term should be reduced. Accordingly, the minimum term was that of 14 years which had been set by the Secretary of State.
