The Case
An RTB1 form in respect of an application to buy a council house had been properly served when it was received by an agent of local authority who was authorised to receive it on the authority's behalf. Contrary to the authority's submissions, it had not been necessary for the form to have been posted specifically to the internal department which dealt with such matters.
