The Case
Regulation14 of the Police Regulations 2003, , did not permit an inference from a member of the police force's conduct that he had given notice of his intention to retire from service. The Secretary of State's determination referred to in reg14 of the 2003 Regulations as setting out the circumstances where a member of the police force could retire could not be construed as covering the wide grounds put forward by the defendant which involved allegations relating to misconduct and efficiency.
