Community care - Assessment of needs - Mental health and generic community care needs - Distinction between assessments of both types of need.
In all the circumstances, a local authority had erred by treating the absence of a severe and enduring mental illness as determinative of whether a person had a need for generic health or social services community care when assessment of the latter was distinct from assessment of those with mental health problems.
