The Case
In the instant case, the IAT had failed to relate the latest country reports on Sri Lanka to the specific circumstances of the Sri Lankan applicant's case. Had it done so, it would have had to have concluded that the applicant was at a sufficient level of danger, and that there was a sufficient likelihood of torture, to bring him within the refugee conventions.
