The Case
The Court of Justice of the European Communities declared that Greece had failed to fulfil its obligations under Council Directive(EC) 98-78 (on the supplementary supervision of insurance undertakings in an insurance group) by having failed to bring into force, or to communicate to the Commission, within the prescribed time limit, all of the laws, regulations and administrative provisions necessary to comply with that directive.
