The Case
The Court held that in the circumstances of the instant case the domestic proceedings had not been concluded within a reasonable time, in violation of art6(1) of the European Convention on Human Rights. Further, as a result the distress, anxiety and frustration suffered by the applicant, as a result of the delays found by the Court to have been attributable to the State, he was awarded 4,000 in compensation.
