There were no factors which rendered Council Directive (EC) 2001-37 (on the approximation of the laws, regulations and administrative provisions of the member states concerning the manufacture, presentation and sale of tobacco products) invalid in whole or in part, and art7 of the directive was to be construed as applying only to tobacco products marketed within the European Community.
