The Case
Where a farmer kept a stall journal, as required by directive92-102-EEC, but did not complete that journal, he was not entitled to the compensatory allowances for hill and mountain farming, and farming in less-favoured areas, provided for by reg(EEC) 3508-92 except in cases of force majeure.
