Rosemary Choueka



Rosemary is head of EU Competition and Regulation at Lawrence Graham. She specialises in EU and UK competition law, public procurement and regulation, as well as general commercial contracts work. Her client base ranges from local authorities to multi-national corporations. She is a regular speaker at conferences, writes extensively on her areas of expertise and is frequently quoted in the press as an expert.

Following a stage in the Competition Directorate General of the European Commission, Rosemary has developed a wide-ranging practice covering all aspects of competition law. She regularly advises businesses on the application of competition law to their commercial operations, as well as their strategic ventures. Her experience to date includes advising on the application of both UK and EC competition regimes in the context of anti-competitive agreements and abuses of dominance, OFT market studies, Competition Commission market investigations, the application of EC and UK merger control rules, including making notifications to the European Commission and the OFT and the co-ordination of multi-jurisdictional merger control filings around the world. She has designed competition law compliance programmes for a number of clients and regularly provides training to ensure that clients are kept up to date with the requirements of the competition regime. Rosemary also advises businesses and public bodies on the interpretation and application of the state aid rules.

Alongside her competition expertise, Rosemary has a broad EU and UK regulatory practice. She has extensive experience advising on the application of the public procurement rules and the public procurement process, as well as project managing complex procurements to ensure that they run smoothly and meet the requirements of the public procurement legislation. She also advises on a wide range of regulatory issues, in particular those affecting the waste, healthcare and media sectors.

In the commercial contracts sphere, Rosemary regularly drafts, advises on and negotiates a broad variety of agreements, including agency, distribution, collaborations and joint ventures and related matters such as data protection.


  • Acted for C&C Group Plc on the competition law aspects of its acquisition of Tennent's and its acquisition of Gaymers Cider Company, including obtaining regulatory clearance from the Office of Fair Trading and advising on transactional and associated documentation;
  • Acted for Wellington College on the OFT investigation into the alleged price fixing cartel between independent schools;
  • Advised a number of retail and institutional landlords on the application of the competition rules to their land agreements;
  • Advised a private hospital group on the OFT market study on private healthcare;
  • Project managed a major procurement exercise for the Agriculture and Horticulture Development Board involving a large number of framework agreements;
  • Advised Oxford City Council on the market testing of its waste collection service and on the procurement of a materials recovery facility provider;
  • Advised English Heritage on a range of public procurement related issues;
  • Advised Waters Corporation on its European distribution arrangements.
