Dr Chern has practised since 1972 in the areas of engineering and construction disputes, insurance and maritime matters in the United Kingdom, the EU and internationally. In addition to being a Barrister he is a Chartered Architect, Chartered Arbitrator, Accredited Mediator and Adjudicator.
In 2012, he was recommended by Chambers & Partners as 'Leader at the Bar' in Construction and in International Arbitration:Construction & Engineering, and described as 'the epitome of serenity'. In 2011, he was recommended by Legal 500 as 'Leading Junior' in Construction and International Arbitration, and described as 'well-respected' and 'excellent both as an advocate and an arbitrator'.
Dr Chern is the author of many treatises and articles on engineering dispute resolution as well as being the author of several books, which include Chern on Dispute Boards (Wiley-Blackwell), International Commercial Mediation (Informa) and The Law of Construction Disputes.
He is ADR Editor of Emden's Construction Law and a contributor to Atkin's Court Forms.
In addition to his publications he teaches the Dispute Board Course for the World Bank/IFC, IDIC and the Dispute Board Federation (Geneva) as well as the comprehensive FIDIC contracts course and commercial mediation for the Bar Council Mediation seminar, the World Bank, the IFC and the DBF.
