Victoria is a senior associate in Bird & Bird's Competition & EU law team in London.

Victoria advises on competition, EU regulatory and public procurement law matters, with a particular focus on regulated sectors. Her experience covers a broad range of EU and UK competition issues, including cartels, merger filings, competition authority investigations, dominance issues, and distribution and licensing agreements. Victoria also has significant experience advising on the public and utilities procurement regimes. Victoria has worked with clients in a range of sectors including telecoms, energy, IT and transport (and particularly aviation). Victoria's experience has focused in particular on regulated sectors, in which her work has included dominance issues, cartels and land agreements; follow-on damages claims and other litigation arising from such matters; merger control advice for a variety of projects; and state aid. Victoria also advises on EU and UK regulatory matters, and in particular the interplay between competition and regulation.

Victoria also has significant experience advising contracting authorities and bidders on the public procurement regime, including advising on major infrastructure projects procured using the competitive dialogue procedure including IT projects, waste contracts, roads and railways. Victoria provides support throughout the procurement process, and has also assisted a number of bidders and authorities with challenges under the procurement regulations. In advising government clients and suppliers to government, Victoria also regularly advises on the application of the State aid rules.


Victoria regularly writes on topics related to competition law and public procurement including for Supply Management magazine.
