Andrew leads procurement and (non-contentious) construction work, specialising in procuring large maintenance, improvement and development projects (including ICT). He has extensive experience of PFI/PPP projects, joint ventures, multi-party regeneration and urban renewal projects, often with a compulsory purchase element.
Before joining the firm, Andrew spent seven years in-house in local government. His team undertakes a varied procurement workload, including joint ventures, construction, maintenance and refurbishment contracts and development and regeneration projects.
Andrew led the team responsible for the legal aspects of the 2012 revision of the NHF Schedule of Rates contract. He is a member of the Procurement Lawyers' Association and contributed to their guidance on award criteria and framework agreements.
Andrew wrote the National Housing Federation â??Guide to the EU procurement rulesâ? (2nd edition published 2007), a 150 page practical guide for housing associations on what contracts are covered by the rules, what the rules require and practical strategies that can be adopted to comply with them. He was also the general editor and lead author of the NHF Contract Management Guide, a 300-page guide to contract procurement and management for the housing sector.
Andrew is the legal editor of the Repairs and Maintenance chapter of the Chartered Institute of Housingâ??s online Housing Manual and is a regular speaker at National Housing Federation, National Housing Maintenance Forum and Chartered Institute of Housing conferences on contract strategy and procurement related topics.
