Biography

Stephen Bailey has been an academic at the University of Nottingham’s School of Law since 1972, and Professor of Public Law since 1989. He has served as Dean of the Faculty of Law & Social Sciences (1994-98), Pro-Vice-Chancellor (1998-2004) and Head of the School of Law (1992-94, 2007-14). He was President of the Society of Legal Scholars in 2013-14). He has published co-authored textbooks on the English Legal System and Local Government Law and books of cases, materials and commentary on Administrative Law and Civil Liberties. He is General Editor of the Encyclopedia of Local Government Law.   He has also published articles and essays on a range of topics in public law and the law of tort, the latter including work on occupiers’ liability and causation and (with Michael Bowman) on the liability of public authorities in negligence.
